Apart from summoning powers, teleporting powers (teleportation inside the bubble is allowed, just would not be able to escape it) and revival powers (like, being able to bring another character back to life, that type of power) all powers in vat are present. They are however weakened. Due to the wild variety in power levels between canons we do not have exact numbers by which the powers are lessened. A good rule of thumb is to assume that the more powerful your character is, the more of their power the coral would be draining. Powers that affect other characters are weakened too, and of course need the permission of other muns to work. Any type of power display that leads to the destruction of anything larger than a house, we'd like you to drop us a quick line first. We generally don't mind, but we want to be in the loop.

Other than that, if it is anything not answered by this, it might be easier to just tell us about the power in question, and we can help you figure out a reasonable level of weakening.
