Well, Sebastian doesn't really have much personality or character because he doesn't really do anything. He just travels with her all the time to praise her and wait on her. The only times he ever speaks is to congratulate her on a job well done. His only lines are just "Oh Miss Lili, I'm so proud of you." and the like.

He really is just a butler in the background.
