That is the gist of it, yes. Although you will have to wait for your application to be accepted before becoming a member of Vatheon. Once joined, your character account will be given access to the communities, where you are able to make either action posts in the log community (vatheon) or video, voice, and text posts in the network community (caughtinanetwork)— which is an imaginary network that all of the characters make use of through an SFC (Starfish Communicator). We would recommend lurking around a little in those communities to get a feel and basic idea of what it is like.

Since you mention that you are new to journal-based roleplay, we recommend giving this a thorough read, as it is very helpful for people just starting out in this hobby.
