Untold centuries ago, the most hated youkai of Gensokyo were banished, one by one, to the underground realm that once was Hell. There, they settled and built homes and society for themselves, using their magic to support themselves, until they and their dreadful powers were all but forgotten by those who remained upon the surface.
Not all who were banished took their exile at face value. Youkai settlements that seemed to have sprung up overnight bespoke the unseen presence of the tsuchi-gumo, the burrowing spider youkai who weaken their human prey with disease and deception but assist other youkai with building projects.
Among the best-known of the tsuchi-gumo is Yamame Kurodani, weaver of the bright net in the dark cavern, who recently came into contact with human youkai-hunters Reimu and Marisa when they entered Former Hell in search of the source of a mysterious geyeser. Yamame greeted them with spellcard battles, as is customary for Gensokyo, but spoke cheerfully to both and directed them to the city of the youkai to further their quest. (Subterranean Animism)
When they returned, they found she'd also provided them with an unwanted souvenir of their journey-- both fell ill with a high fever. The fever symptoms matched recent plagues in Gensokyo, proving the sources of these plagues to be Yamame's power over diseases. A genius doctor in the bamboo grove used this knowledge to prepare medicines, as the magical nature of the plagues had made it difficult to treat them. In the meantime, humans were warned not to fall prey to the friendly behavior of the tsuchi-gumo, as she was extremely dangerous however brief the contact. (Yamame's article in Symposium of Post-Mysticism)
More recently, the tengu journalists Aya and Hatate sought out the youkai of Former Hell as part of a competition to write news stories. These, too, were greeted by Yamame, who explained that she does not willingly use her powers of disease against others without cause-- but niether does she care to suppress them in the presence of humans with weaker immune systems than youkai. (Double Spoiler)
These encounters with the surface have made Yamame one of the best-known of the hated youkai of Former Hell.
